Caracas and Washington have reached an agreement to export up to $2 billion worth of Venezuelan crude oil to the United States, U.S. President Donald Trump said on Tuesday, in a landmark deal that would redirect supplies away from China while helping Venezuela avoid deeper oil production cuts.

The agreement is seen as a sign that the Venezuelan government is responding to Trump’s demand that it open the country’s oil sector to U.S. companies or face tougher pressure. Trump has said he wants interim President Delcy Rodríguez to grant the United States and private firms “total access” to Venezuela’s oil industry.

Since mid-December, millions of barrels of Venezuelan oil have been stuck on tankers and in storage because of a U.S.-imposed export blockade. The new deal would allow those volumes to be shipped, easing logistical bottlenecks and providing relief to Venezuela’s strained energy sector while reshaping global crude flows.
