Shanghai to Launch China’s First Overseas-Oriented Open-Source Platform Next Year

Shanghai will launch and begin operating China’s first open-source platform designed specifically for overseas users next year, as the city steps up efforts to integrate more deeply with the global technology community.

The plan was announced by Qiu Wei, chief engineer of the Shanghai Municipal Commission of Economy and Informatization, at a policy briefing on Wednesday, where the city also released a policy document outlining measures to support the development of its local open-source ecosystem.

The platform will serve as a collaboration hub linking overseas developers with Chinese engineers, universities and companies, allowing international talent to participate in and benefit from projects based in China. The initiative forms part of China’s broader push to expand its global footprint in advanced technology and digital infrastructure.

According to the policy document, Shanghai aims within the next three to five years to establish one to two internationally influential open-source communities, incubate more than 200 high-quality open-source projects, and attract more than three million developers from around the world.

The city’s longer-term goal is to build a comprehensive open-source ecosystem supported by strong technical infrastructure, a mature service system, a balanced talent pipeline and an active industrial base, the document said.

Officials said the measures are intended to improve Shanghai’s attractiveness to global developers, enhance cross-border innovation and strengthen the city’s position as a hub for open technology collaboration.
