S Korea's President Lee Jae-myung Urges Inclusion of Hair Loss Treatment in Health Insurance

South Korean President Lee Jae-myung has instructed the Ministry of Health and Welfare to explore including hair loss treatment under the country’s national health insurance system, local media reported Monday.

According to the Chosun Ilbo, Lee made the remarks during a briefing on departmental work at the Ministry of Health and Welfare. The issue of covering hair loss treatment was one of Lee’s campaign promises during his 2020 presidential bid.

Lee noted that many young South Koreans pay into the national health insurance system but are unable to fully utilize its benefits. He asked Health Minister Jeong Eun-kyeong why hair loss treatment is not currently covered. Jeong replied that such procedures are considered cosmetic medical services and are therefore paid out-of-pocket.

“Hair loss treatment was previously seen as a cosmetic matter, but now it appears to be a life-related issue,” Lee said. He added that many individuals experience mental health challenges due to hair loss, particularly among younger generations, and suggested that changing societal perceptions and patient needs make it necessary to reconsider whether hair loss should be classified as a medical condition.

Lee instructed the ministry to advance discussions on including hair loss treatment in health insurance coverage, including exploring the possibility of setting reimbursement caps to manage costs.

The proposal reflects a broader trend in South Korea toward addressing conditions that affect mental well-being and quality of life, beyond traditional definitions of medical necessity.
