Trump Calls for “Permanent Pause” on Migration from Third World Countries

Nov 28, 2025, 1:11 a.m. ET

U.S. President Donald Trump said on Thursday that his administration plans to “permanently pause” migration from all “Third World Countries” to allow the U.S. immigration system to fully recover.

Trump did not specify which countries he was referring to, nor did he clarify what he meant by “Third World Countries” or how a “permanent pause” would be implemented. He added that the plan would also affect cases approved under former President Joe Biden’s administration.
