China Revamps Duty-Free Shop Policy to Boost Consumption

China will enhance its duty-free shop policy starting November 1, 2025, aiming to further stimulate domestic consumption, the Ministry of Finance (MOF) announced Thursday. The plan includes expanding product offerings for travelers and easing approval requirements for duty-free store operations.

Officials noted that the move reflects China’s more open approach to integrating its duty-free sector with global consumption trends, while advancing institutional opening-up and creating a more business- and consumer-friendly environment.

The notice, jointly issued by five ministries including the MOF and the Ministry of Commerce, seeks to encourage the return of overseas spending, attract foreign visitors, and support the healthy, orderly development of the duty-free retail industry.
