Responding to questions on how recent rare earth export controls might impact China’s green technology exports, Li Chenggang, China’s international trade representative and vice minister of commerce, said Friday that the measures are focused on security, while “green” is a development concept.

Li emphasized the interplay between security and development: “Only by ensuring security can we achieve better development, and only through better development can we safeguard stronger security,” he said at a briefing.
