China’s leadership has vowed to reduce dependence on foreign advanced technologies and stimulate stronger domestic demand as the country navigates “high winds” amid ongoing trade tensions with the United States.
The Communist Party’s five-year blueprint was detailed in a 5,000-word communique released Thursday following a four-day top-level meeting in Beijing, just days ahead of scheduled talks between President Xi Jinping and U.S. President Donald Trump.
Five-year plans, a legacy of Soviet-style central planning, remain a key tool for China to set policy priorities and allocate funding. Party “plenum” meetings, like this week’s, are also used to rally party members around Xi’s leadership.
