China on Friday unveiled measures to broaden Hainan’s duty-free shopping policy for departing travelers, adding new categories of goods and increasing the annual purchase limit, the Ministry of Finance (MOF) said, a step analysts say could boost domestic consumption and support the country’s broader opening-up strategy.
The updated rules expand the list of eligible items to 47 categories, including pet supplies and portable musical instruments, according to the MOF.
Under the revised policy, all travelers aged 18 and above—including Hainan residents leaving the island—can make duty-free purchases up to 100,000 yuan ($14,037) per year, with no restriction on the number of transactions, the ministry said.
The new measures will take effect November 1, 2025, aiming to better meet diverse consumer demand while promoting the development of the Hainan Free Trade Port.
