U.S. Weighs 1:1 Chip Production Rule to Reduce Overseas Dependence

Sep 26, 2025, 3:29 a.m. ET

AsianFin -- The United States is preparing to require chipmakers to produce domestically as many semiconductors as their customers import, in a bid to reduce reliance on overseas supply, the Wall Street Journal reported Friday.

Firms that fail to maintain the proposed 1:1 ratio could face tariffs over time, according to people familiar with the plan.

The measure follows President Donald Trump’s comments last month that technology companies manufacturing in the U.S. could avoid tariffs of nearly 100% on imported semiconductors.
