AsianFin -- Meituan’s head of rider experience operations on Tuesday announced that the long-standing concern of overtime penalties for crowdsourced delivery riders will be completely abolished by the end of 2025.

Meituan noted that it first piloted the “Anzhun Card” system in Quanzhou, which replaced the traditional overtime fines with a points-based approach: riders receive points for on-time deliveries and deductions for delays. Since March, the program has been extended to Nanning, Xinxiang, and Nanchang, with rider consultation meetings held to collect feedback and optimize the card’s design.

As of August, the overtime-free policy has been trialed in 22 cities, earning positive responses from both riders and the broader public. Under this system, training and learning replace direct financial penalties, relieving pressure on riders while signaling a shift in management philosophy—from “punitive enforcement” to a softer, scientifically informed incentive model.
