In response, the company clarified that the discrepancy arose because it reported only the number of employees at its headquarters, excluding staff from its secondary legal-entity branches. All other submitted documents were fully compliant with the tender requirements, and all scoring-related materials were accurate and truthful.

Shanghai Mitsubishi Elevator emphasized that this was a misunderstanding rather than a serious violation, and it remains committed to full transparency and compliance in all procurement activities.
