House GOP Bill Seeks to Ban Student Visas for Chinese Nationals

Mar 13, 2025, 2:42 a.m. ET

AsianFin -- Rep. Riley Moore (R-W.Va.) is preparing to introduce legislation aimed at barring Chinese nationals from obtaining U.S. student visas, citing concerns over national security threats posed by the Chinese Communist Party (CCP).

The proposed bill, titled the Stop Chinese Communist Prying by Vindicating Intellectual Safeguards in Academia Act (Stop CCP VISAs Act), is expected to be introduced on Friday. While still gathering co-sponsors, the measure is anticipated to gain support from Reps. Andy Ogles (R-Tenn.), Scott Perry (R-Pa.), and Brandon Gill (R-Texas), according to Fox News Digital.

Moore has expressed strong opposition to the current visa policy, arguing that it facilitates espionage and intellectual property theft.

"Every year, we allow nearly 300,000 Chinese nationals to enter the U.S. on student visas. We’ve essentially invited the CCP to spy on our military, steal our intellectual property, and jeopardize national security," Moore said.

The individuals referenced by Moore were former University of Michigan students who graduated in May as part of a joint program with Shanghai Jiao Tong University. They are accused of conducting surveillance on a National Guard facility in Michigan during a training exercise with Taiwanese forces.

Moore underscored the urgency of his proposal, calling for an immediate halt to student visas for Chinese nationals. "It’s time we turn off the spigot and shut down this pipeline for CCP operatives," he said.
